My 2025 Campaign Finances

As of July 15th 2025, my Woodinville City Council campaign has spent $12,624.47 (*excluding a book promotional event sponsorship)   


* Public Disclosure Commission policy does not require disclosure of book promos, unless these are campaign fundraisers.  The Woodinville Summer Family Day raised no money and gave me nothing of value.  More details on that great event below.


Itemized Campaign Spending

Now that the primary election is here, I wanted to take this moment to describe my campaign expenditures (as of July 15th 2025). This is the same information that I provided to the Washington State Public Disclosure Commission with additional context. 


I self-funded my campaign with $38,000.73 out of personal funds. That includes $0.73 of interest from BECU in my campaign account.  I did not and will not take monetary donations from anyone. 


My in-kind donations are $440.63. This includes rental of domain names and the bestcampbell.com website, which my family has owned for years. 

Campaign expenditures

  • $744.19 for professional photography
     
  • $120.00 for the King County Elections Filing Fee
     
  • $7640.04 for postcards and postage
     
  • $573.26 for social media advertising
     
  • $992.89 for campaign signs plus metal stakes
     
  • $457.89 for sponsor ID stickers for old signs from previous election
     
  • $82.65 for postcards that were dropped on doorsteps
     
  • $34.44 for business cards
     
  • $396.70 for banner printing
     
  • $230.00 for renting banner space at a private business (includes $5 cashier’s check fee) 


  • $261.78 for a voter mailing lists


  • $20.00 for a few household decorative items to improve my signs

non-political expenditures

  • $1000.00 for Sisters in Action Sports for their Woodinville Skateboard Challenge. 

This expenditure was made when the city council declined to fully fund the event. My donation made the organization whole again.
 

  • $25,005.00 for sponsorship (includes $5 cashier’s check fee) of Woodinville Summer Family Day on June 28th 2025. 

The original sponsor for this event dropped out last-minute.  The organizers contacted me, so I stepped in to help. I used the event to promote a children’s book I have written (see this short video). 


In the spirit of full disclosure, I chose to report this event to the Public Disclosure Commission even though promotional book events do not require reporting as expenses. No money was raised for me or my campaign. 


The organizers put on the event start to finish and my sponsorship helped them make it a success.  All I asked for was a stage for my book readings.  The organizers retain control of advertising and all contact information (emails, phone numbers, names, personal data). No information has or will be shared with anyone affiliated to my campaign. 

Outside spending I can not control

Independent expenditures are expenses paid by others that were not done in coordination with my campaign and were not requested nor authorized by me. This includes billboards and postcards with sponsor IDs not affiliated with my campaign. 


Washington State law requires all electioneering materials to include a sponsor ID in clear print separate from the rest of the message.  Anything with sponsorship description other than "Rachel Best-Campbell for Woodinville" is not associated to my campaign.
